Vintage Harley Davidson Beach Club Sign Hand Carved Painted Unique Eagle Shades

Vintage Harley Davidson Beach Club sign.  Hand carved and painted wood, 11 1/2 inches in diameter and 1 inch thick.  Unique as far as I can research ; can't find anything like it on the internet.   You can find a few tank top / tees with similarities put out by Buffalo in 1988, but with key differences.  This sign for example, has the eagle clutching a staff, maybe a ceremonial mace and another object which I can't even make a guess at.  Perhaps someone out there will recognize what these are....
